Message Framing
Messages will be combined into a single UDP frame when possible to decrease message overhead and total bandwidth. The count of messages in a UDP frame will be communicated using Sequenced Unit Header. The server for each site will determine framing. The content of the multicast across feeds (e.g. A/B WAN-Shaped) will be identical, but framing will not be consistent across feeds. Receiving processes that receive and arbitrate multiple feeds cannot use frame level arbitration to fill gaps.
