OVERVIEW

Effective July 25, 2025, all Cboe-affiliated U.S. Equities and Options Exchanges will introduce several enhancements to the Cboe Timestamping Service, including Sponsored Access availability (subject to regulatory review), updates to the Missed Liquidity Report, and the addition of ME NIC Time for an aggressor to all reports.

TECHNICAL DETAILS

Cboe is pleased to introduce the following enhancements to the Cboe Timestamping Service:

Availability of Timestamping Reports for Sponsored Participants (Equities only)

Subject to regulatory review, for all Cboe-affiliated U.S. Equities Exchanges, sponsored participants can now subscribe to the Missed Liquidity Report and the Cancels Report via the Customer Web Portal.

To support the addition of sponsored participant subscriptions to the Cancels Report, existing port attributes that identify sponsored access ports have been added to FIX and BOE Purge ports. This update is effective immediately.

These attributes enable Sponsoring Members to determine which Purge ports belong to which sponsored participants. Once a Purge port has been identified as belonging to a sponsored participant, any messages sent through that port will be eligible for inclusion in the sponsored access Cancels Reports.

Sponsoring members should use the Logical Port Request form, available in the Customer Web Portal, to request updates to these port attributes.

Options Missed Liquidity Report Enhancements (C1 and EDGX only)

For Cboe Options (C1) and EDGX Options (EDGX) Exchanges, the Missed Liquidity Report will now include all auction response orders submitted to SUM auctions, including SUM auction response orders that were rejected due to arriving after the SUM auction had ended. This enhancement will provide users a more complete view of attempted interaction with liquidity.

ME NIC Time for Aggressor

For all Cboe-affiliated U.S. Options and Equities Exchanges, ME NIC Time (for the aggressor), a hardware timestamp representing when the target matching engine server NIC observed the message, will now be included in all reports. This update will allow users to narrow down performance throughout the Exchange network.
